1. The minutes of June 14, 2004 were reviewed and approved as written.
2. The Summary of Payments was reviewed and checks were signed in the amount of $7,756.16
3. The Financial Resume indicated an amount of $34,949.59 in the general fund after tonight’s vouchers.
4. Deposits in the amount of $1,648.92 were transferred to the treasurer tonight.
5. Democratic candidate for state senate Jerry Sorlucco attended the meeting to speak to the selectmen regarding issues that affect the state. He is vice chairman of the Grafton County Democratic Party and Chairman of the North Country Democratic Committee which is a regional committee within the Democratic Party which includes the northern counties. Mr. Sorlucco stated the State of New Hampshire is in financial crisis. He feels the SB302 for adequate education funding was not a good bill because it did not determine what is the cost of an adequate education and feels it will go to court to be deemed unconstitutional. He stated Medicaid is under funded. Mr. Sorlucco is endorsing John Ledge for Governor. He inquired what issues are of the most concern to Jackson. Dick Bennett stated educational
funding and being a donor town are issues particularly sensitive to Jackson residents.
6. Lisa Dame-Moser, Acting Police Chief Karl Meyers, and Jackson Road Agent Arthur Fernald attended the meeting to discuss a no parking issue on Green Hill Road. Mrs. Dame-Moser read a letter she submitted to the selectmen. Mrs. Dame-Moser feels the lower section of Green Hill Road is not being targeted as trouble parking areas or potential sites of road damage. She feels her property is being singled out. Arthur received a complaint from a resident regarding the car parked on the shoulder overnight and the tar being damaged near Mrs. Dame-Moser. Since this part of the road was repaired and there are plans to seal the entire road, Arthur asked Karl to notify the owner of the car not to park in that location. During a routine patrol Karl Meyers noticed the car parked on the recently repaired
shoulder. He left a message with Mrs. Dame-Moser’s daughter regarding the parked car. Gino Funicella informed Mrs. Dame-Moser he was concerned with people parking overnight on Green Hill Road because it could pose a hazard to someone driving. There was discussion of changing the sign to no overnight parking.
7. Steven Perry attended the meeting to discuss his property on Route 16. He has his house for sale and has a prospective buyer who is requesting a letter from the town stating it is a legal two family dwelling. There is an apartment on the second floor. A brief history of the property is Mr. Perry purchased this home in 1983 with his brother as a two family. The tax card mentions two kitchen sinks and two ranges. He feels this is a grandfathered property on Route 16. Dick Bennett inquired about the septic, bedrooms and kitchens. There are two kitchens, 4 bedrooms and the septic is a tank and drywell. Dick Bennett will research this issue with the state.
8. Kevin Macmillan along with the designer of the Cave residence attended the meeting to discuss the building permit application. After discussion regarding some of the details of the building, the building permit application was approved by the selectmen and will be signed on Tuesday, June 22, 2004.
9. Gary Allen attended the meeting to discuss a building permit application submitted for renovations on his home. After reviewing the application, the selectmen signed the building permit application.
10. Warren Schomaker attended the meeting to discuss the Jackson Historical Society restoring an old snow roller and moving it to the society’s office. He questioned the ownership of the snow roller that is located near the Wentworth. Mr. Schomaker will check with Fritz Koeppel regarding ownership of the snow roller. The selectmen will check with Arthur Fernald. Mr. Schomaker stated the historical society will set up a booth during the Art Festival to sell artifacts of the covered bridge. There will be an art sale in October at Black Mountain.
11. Roger Chambers had questions regarding inspections on septic systems that mention maintenance on the plan. Dick Bennett stated the only leverage the Town of Jackson would have is if there were seepage around the leach field.
12. Jackson Fire Department Chief attended the meeting to advise the selectmen he is working on the life safety issues regarding the Covered Bridge Motel and to inquire as to whether to fire department would be able to acquire the old police cruiser. The police department does not need the cruiser and feels it could be useful for the fire department. The selectmen agreed this sounds reasonable, but will delay decision until Diane McClave returns from vacation.
13. The selectmen signed a driveway permit for Michael Weeder.
14. Acting Police Chief Karl Meyers attended the meeting to discuss police department issues. Karl stated the markings are on the new police cruiser and for uniformity the other cruiser will have the same markings. To provide efficient and effective police protection to the residents of Jackson, Karl has instituted the use of a police activity book that will provide the police officer on the adjoining tour with pertinent information. Sensitive information will not be listed in this book. He provided the selectmen with a report on recent police activities in Jackson. For the safety of children and adults, there has been more use of radar near the grammar school and in other areas. He reported Sol Rossman will be on duty for the July 2, 2004 fireworks in Jackson. When the police department
responds to a false alarm a card will be left for the owner of the property .If there are 3 false alarms in a 60 day period, the Town of Jackson will institute a $25 fee to the resident. Karl will keep track of the nuisance alarms. There were complaints regarding noise from the Wildcat Tavern after Hoot Night. Karl was on patrol and stated it was orderly but a few patrons congregated in front of the tavern and there was some noise. The manager of the tavern spoke with Karl and assured him there would be announcements about not congregating outside after Hoot Night and will place an employee at the door to encourage people to move on. The Jackson Police Department has new police patches. The patch reflects the Jackson covered bridge. Gino Funicella discussed with Karl over weight trucks on Jackson roads and using scales to check the weight.
15. The garden club requested the town buy a 100 foot hose to maintain the flowers at the gazebo. The selectmen agreed to this request and will speak to Arthur regarding purchasing the hose.
16. Gino Funicella attended the Jackson Conservation Commission meeting. He stated there was discussion regarding Prospect Farm. Conservation Commission Chairman Phil Davies and co-chair Wink Lees examined the trees to be cut. There was discussion at the meeting and other members of the commission wanted to review the land and trees also. The commission will keep the selectmen informed of their findings.
17. An appointment letter for an alternate member for the Jackson Planning Board will be sent to Scott Badger.
18. The meeting started at 4:00 p.m. and ended at 6:20 p.m.
