Board of Selectmen Minutes 06/30/2003


Present:            Diane McClave Chairman, Scott Hayes, Richard Bennett Selectmen

Visitors:            Police Chief John Kelly, Ed Dubie, Roger Chambers, Warren Schomaker, Shana Myers, Peter Benson, Mary Burack

   * The Minutes of the meeting on June 16, 2003, approved as written.

   * The Summary of Payments was reviewed and checks were signed in the amount of $42,421.29

   * The Financial Resume indicated an amount of $554,597.91 in the general fund after tonight’s vouchers.

   * Deposits in the amount of $5,666.22 were transferred to the treasurer tonight.

   * Diane McClave stated the Jackson Highway Department road crew washed the side of the town hall and windows. There was some discussion concerning painting one side of the town hall. The selectmen are researching price quotes for this project.

   * Diane McClave stated Arthur Fernald, road agent, has the plans for the reconstruction of the covered bridge and they are filed at the highway department.  

    * At 4:15 p.m. Diane McClave opened the public hearing to accept the Numbering Ordinance for E911 according to RSA 231:133a. Diane McClave stated every residential and commercial property owner will receive a letter stating the number and street name along with a copy of the numbering ordinance which explains the correct way to display the numbers on your property. There were questions concerning numbering new construction. Diane McClave explained E911 assigned a number every 50 feet even on the right odd on the left. Diane McClave mentioned the Jackson Planning Board will have to amend the subdivision regulations since the road names must be approved by the criteria that has been established by E911. There was discussion concerning the road signs. The selectmen have been researching price quotes for signs. At this point the quotes for the green metal signs are $38 and the wood signs have been quoted at $80 to $110. Since there was no further discussion or questions, the public hearing was closed at 4:30.

   *  Chief John Kelly attended the meeting to discuss police issues. After researching how to pay the officer for detail work, it was decided in the future the company will issue one check to the officer and one check to the Town of Jackson. Diane McClave checked with the New Hampshire Municipal Association and the officers and cruisers are covered by insurance. John Kelly stated the hours the officer works on details are tracked by the contractor, the state and Jackson Police Department. There was discussion concerning workman’s comp and the town’s responsibility. John Kelly will contact Primex to investigate this issue further. It was decided the town would receive $7.50 an hour for the cruiser and $2.50 an hour administrative fee. Dick Bennett questioned the policy on uniforms. Chief Kelly stated that all full time police officers are supplied with uniforms and a firearm. Any part-time officer will purchase his own uniforms and the Town of Jackson will provide a firearm. Chief Kelly stated Mark Dewitt will be starting as a part-time officer one 10 hour shift a week tentatively starting July 5, 2003. There was discussion concerning commuter traffic speeding going north and south on Route 16.

   * The selectmen agreed to the request by Barbara Theriault to use the gazebo in August for a wedding ceremony.

   * The selectmen agreed to the request by the Jackson Grammar School to waive the alarm fee.

   * Diane McClave stated since setbacks are not an issue she gave permission to Lorraine Tilney to take the back of the building down while the building permit application was being processed. The selectmen agreed to this.

   * Diane McClave stated she received several complaints concerning the signs at the Snowflake Inn. There was discussion concerning the sign ordinance. Scott Hayes will call Susan Methot to speak with her concerning this issue. There was discussion concerning the Red Fox sign building permit application. Dick Bennett will speak to Michael Mallett concerning this.

   * Scott Hayes stated he met with Phil Spinney to discuss his project. Mr. Spinney plans to expand four feet. Scott Hayes stated 8 feet would be allowable and suggested Mr. Spinney should submit his building permit application for this project.

   * Diane McClave stated the air quality testing for town hall was completed on Friday, June 27, 2003.

   * There was discussion concerning the budget plan the town has with White Mountain Oil. Scott Hayes will check other companies for competitive prices.

   * Diane McClave reported on correspondence sent by the town’s accountants. The Governmental Accounting Standard Board Standard #34 will require all municipalities to implement a wide ranging and dramatic change in their accounting and reporting practices. All assets owned by the Town, including land, land improvement, buildings, vehicles, etc. must be capitalized and a depreciation expense taken on the assets over their estimated useful lives. This will not be implemented until the end of 2004. Diane McClave stated the importance for Jackson to have a capital improvement plan.

   * A donation of $100 will be sent to the Bartlett VFW Post 5386 for the upkeep of the flags at the cemetery.

   * Shana Myers attended the meeting to request authorization to purchase a Private Way sign to be suspended below the street sign on her road. This sign would be in keeping with the look of the street sign. The selectmen agreed.

   * The following building permits were approved by the building inspector and signed by the selectmen: Thomas Hutchings, Bob Hanson.

   * Peter Benson attended the meeting regarding his building permit application. It was reported the building inspector is waiting for New Hampshire Department of Transportation approval.

   * There was discussion concerning the Jackson Zoning Ordinance on non-conforming use and the comparison between the old and new wording of the ordinance. Dick Bennett will do research on this and bring his findings to the next selectmen’s meeting.

   * Diane McClave stated the minutes should reflect that Joan Palubniak’s name was submitted in error on the June 2, 2003 selectmen’s meeting as being interested in serving as an alternate member of the Jackson Planning Board. A letter was sent to Mrs. Palubniak apologizing for the error.

   * The meeting started at 4:00 p.m. and ended at 6:15 p.m.
