Visitors: Jackson Police Chief Karl Meyers, Shana Myers, Jon Edgerly Transfer Station Supervisor, Jackson Fire Chief Edward Dubie, Thom Perkins
1. The minutes of December 5, 2005 were reviewed and approved as written.
2. The Summary of Payments was reviewed and checks were signed in the amount of $551,110.70.
3. The Financial Resume indicated an amount of ($46,616.92) in the general fund after tonight’s vouchers.
4. Deposits in the amount of $3,625.04 were transferred to the treasurer tonight
5. Jackson Police Chief Karl Meyers attended the meeting to discuss police department issues and activities. Chief Meyers reported the transmission in the Durango is being repaired. This repair is under warranty and will be ready some time this week. The repair is taking longer than expected. Mt. Washington Valley Towing towed the Durango at no cost to the town. The following are recent activities for the police department; Jackson Police was in court for a trespassing case, two alarms, assisted a tractor trailer on Hiller Road which took several hours to move, by request of an owner checked a house on Tin Mine Road which was secure, checked on an elderly resident, domestic dispute at Ellis River Condominium, accident on Carter Notch Road near Jackson falls, accident on Dundee Road where a car went down an embankment, another
accident on Carter Notch Road, an elderly resident reported phone harassment which police are investigating, report of theft of money on Dundee Road., and a report of broken window on Dundee Road that was investigated. The flood light is not working over the police door. Karl submitted an updated copy of the police department emergency management plan to Gary Allen, Emergency Management Director. Gary will review and update the plan. Richard Bennett requested information regarding a traffic detail. Karl explained that the officer is paid for the traffic detail by whoever has bid from state. The officer submits the bill and the contractor reimburses the officer. Richard Bennett stated since the police department is covered under the town’s worker’s compensation, payment should come to the town and the town should issue a check to the officer that has worked this detail.
6. Under RSA 91-A3, II the selectmen went into executive session to discuss an employee issue.
7. The selectmen resumed the selectmen’s meeting.
8. Shana Myers attended the meeting to discuss the use of her art studio at her residence. Richard Bennett stated this situation came to the attention of the town by an insurance underwriter asking about the art studio being used as living space. The town’s building inspector went to investigate this. Shana stated that the art studio is not being used as a living space, she allowed someone to stay there in the interim but the individual is no longer there. There was discussion of the art studio. Richard feels this is an expansion of the original concept that is on the building permit application. According to the building permit application this structure is an art studio. The application states there will be electricity but not running water or toilet. Shana agreed to allow the building inspector access to the building
for an inspection. Richard requested as built of the dwelling.
9. Jackson Fire Chief Ed Dubie attended the meeting to discuss budget items the fire department would like to purchase. Ed has the funds in the fire department budget for these items. The selectmen agreed that if the money has been budgeted for the special equipment, Ed should purchase the equipment the fire department requires. There was discussion regarding the sale of the old fire truck. This truck will go to bid after the first of the year. There was discussion of advertising the truck in the municipal magazine.
10. Jon Edgerly attended the meeting to discuss transfer station issues. Richard Bennett inquired about employees. Jon stated Ben English II is interested in doing per diem work at the transfer station and is available to work a day or two. He will need training. This will not replace anyone at this time. There isn’t any information regarding a new employee for Bartlett. Roger Clemons is working as a per diem employee for Bartlett. Jon submitted to the selectmen a job description for the transfer station that meets the qualifications to work at the transfer station. Gino Funicella suggested there should be a meeting with Bartlett to discuss the qualifications Jackson requires. Gary Allen feels there should be 2 qualified employees at the transfer station. Richard Bennett agrees. The selectmen agreed a meeting with Bartlett
before budget season is advisable. There was discussion regarding equipment and personnel. Jon has requested bids for a hard rubber tire skid steer. Jon stated this equipment would eventually be used for recyclables. Jon would use the skid steer and the backhoe. There was discussion of grant money. Margie Seymour indicated there is some grant money available for purchasing equipment. The report of the transfer station is finished and we should receive it soon. Jon will investigate quotes on bailers. There was discussion regarding maintenance on some of the equipment at the transfer station. The selectmen will review the job description for Jackson Transfer Station employees submitted by Jon and vote on accepting it a future meeting. Jon suggested another 20 amp dedicated outlet on the lower level for the roll off truck is needed. Jon mentioned this to the Bartlett selectmen. The Jackson selectmen agree with this expense. The selectmen suggested that Jon check with the
Bartlett Selectmen for approval on this expense. Jon requested that the transfer station close a little early on Christmas Eve. The selectmen agreed the transfer station should be closed at 3 p.m. on Christmas Eve and New Year’s Eve. The selectmen will contact the Bartlett selectmen for their approval.
11. Thom Perkins, Jackson Ski Touring, attended the meeting to request handicap access parking spaces along some of the cross country trail head parking. Some of the areas requested were by Eagle Mountain House, Carter Notch Road near the field, at the end of Carter Notch Road, and Green Hill Road. This request came from a local resident. This would allow people to sit ski in places that would normally be inaccessible. Jackson Ski Touring is requesting one parking spot in each of the areas mentioned. Ski Touring would provide the signs which would be removed after ski season. The selectmen will contact Jackson Police Department and Jackson Highway Department to see if this would be advisable. The selectmen will take this under advisement and contact Thom Perkins with their decision.
12. The selectmen discussed the holiday schedule for the town office. The following is the holiday schedule for the town office: Friday, December 23, 2005 ½ day, Monday, December 26, 2005 and Tuesday December 27, 2005 closed, Friday December 30, 2005 ½ day, Monday January 2, 2006 closed. Since the holidays fall on Saturday and Sunday these are the days off as agreed upon in the personnel policy. There was discussion regarding the holiday schedule. The selectmen decided the holiday schedule would be observed and the office would be closed for both Mondays. The selectmen will consider changing the meeting date for the Martin Luther King holiday on January 16, 2006 to Tuesday, January 17, 2006.
13. The meeting started at 5:30 p.m. and ended at 7:40 p.m.
