Visitors: Jackson Road Agent Arthur Fernald, Jackson Fire Chief Edward Dubie, Warren Schomaker, Tim Shellmer, Martha Benesh
1. The minutes of June 1, 2006 were reviewed and approved as written.
2. The Summary of Payments was reviewed and checks were signed in the amount of $12,425.09.
3. The Financial Resume indicated an amount of $676,937.48 in the general fund after tonight.
4. Deposits in the amount of $2,719.50 were transferred to the treasurer tonight.
5. Arthur Fernald, Road Agent attended the meeting. Gino Funicella stated there was a complaint from a resident regarding the condition of Iron Mt. Road. Arthur Fernald and the road crew repaired the road. The tree that was balanced on wires was removed by the phone company with assistance from the road crew. Gino thanked Arthur and the road crew for their diligence. There was discussion regarding a letter received from Harris Levine, Dana Place Inn, regarding a road sign that was placed on the front yard and lower parking lot designating it a road. He stated this is an internal private easement for the use of the condominiums south of the inn. The new sign on the property invites general traffic to be used as a public or private road over private property which constitutes a liability for the inn. Fire Chief Ed Dubie stated E911 maps show this as a loop road and it has been designated by the state as a roadway. Gino motioned the selectmen will send a letter to
Attorney Hastings suggesting their client contact E911 to ascertain if they are allowed to remove the sign legally. Furthermore, until this information is provided to the town the sign should restored to its original place. It was seconded. So moved. Gary stated the ditches on Dundee Road and the Chesley Farm Road are getting deep and asked if swales would be a better alternative. Arthur stated the ditches are deep on the Chesley Farm Road because in the spring the road is soft and does not drain properly. By making the ditches deeper it helps with drainage. Arthur stated the winter sand will fill them in.
6. Warren Schomaker attended the meeting on behalf of the Jackson Historical Society to request permission to beautify the inside of Town Hall by painting the dark brown wall board white, extract the staples from the wood wainscoting and stain the wood. The Historical Society would like to use the Town Hall for their art show. Gino Funicella motioned the Jackson Historical Society be given permission to repaint the wall, take all the staples out of the wood and stain that wood. Fire Chief Dubie mentioned fire resistant paint is required for the building. It was seconded. Motioned carried. After the meeting the Society advised the selectmen that the paint they are going to use is Benjamin Moore 220 Latex Fire Retardant Coating (M59) (Federal Spec. TT-P-26C). When attacked by flame this paint expands and forms a
thick cellular blanket which retards flame spread and minimizes smoke development.
7. Tim Shellmer attended the meeting to discuss a project for Fritz Koeppel. Gino Funicella stated Mr. Koeppel contacted him regarding this project. Prior to getting approval on the septic application Mr. Koeppel is requesting that the building permit for the new home be looked at by the building inspector. He does not want to demolish the house until the building inspector looks at the plans. There was discussion of the building permit application and setbacks. It was decided that Jason Carr, Building Inspector, will perform a preliminary review of the submitted plans. A building permit fee of $1,950 was submitted. Bea Davis noted that an asbestos test must be performed before there is any demolition. Tim Shellmer stated the test has been performed.
8. Edward Dubie, Jackson Fire Chief attended the meeting. Bea Davis stated that although the Fire Department receives training when they burn a house it is costing the town money to burn these houses and the owner is saving demolition fees. The town should be compensated. Ed estimated the cost to the town is a few thousand dollars. Gary Allen stated that the training is beneficial for the fire department and the town pays for other training He feels the fire department would be grateful for a donation. After much discussion regarding this, Gino Funicella motioned all homes that are to be burned by the fire department will be charged 75 cents a square foot. It was seconded. Motion carried.
9. Martha Benesh attended the meeting to discuss a tax bill to the Dana Place Association. The bill was for common land. This assessment is billed within all of the owners’ properties. The assessors reviewed this and advised the selectmen to abate all back taxes. Mrs. Benesh noted that according to the deed Dana Place Association owns this land entirely and it is not owned in conjunction with the Dana Place. This is common land and the valuation on the property should be 0. Gino Funicella motioned all back taxes and penalties on R4 lot 6 be abated due to the fact the land is in common use and should not be taxed separately. It was seconded. Motion carried.
10. The selectmen will review the Androscoggin Valley Agreement for solid waste disposal.
11. The selectmen reviewed a letter from Mr. & Mrs. Yaceshyn requesting a refund for a building permit application fee. The building permit has been withdrawn. The selectmen agreed to return the fee.
12. The selectmen reviewed a letter from Mr. Matesky regarding the Jackson Water Precinct. He is requesting that the selectmen contact an attorney to ascertain if the water precinct was created properly. Tracey Mosston researched this with the Secretary of State’s office and they advised her everything was properly filed by the town. The selectmen agreed if the water precinct has any other questions regarding this, they should contact their attorney.
13. The following building permit applications were approved by the building inspector and signed by the selectmen: Fred Pittenger V1 Lot 8 and Ramona L’Heureux V8 Lot 37.
14. Since the Town of Jackson has contributed funds to the Jackson Chamber for the 4th of July fireworks display on June 30, 2006, they are requesting permission to use the town’s name for advertisement of the event. Gino Funicella motioned it is permissible for the Jackson Chamber to use the Town of Jackson in advertisement for the fireworks display. It was seconded. Motion carried.
15. The selectmen reviewed the Town of Jackson tax maps. Gino Funicella suggested the assessors review the maps and submit suggestions to the selectmen. Once the review is completed, the selectmen will finalize the maps with Terra-Maps at a future meeting.
16. The selectmen discussed a letter from Attorney Randy Cooper regarding Myles and Christine Crowe’s subdivision. There was discussion regarding this. The selectmen will research this further and respond to Mr. Cooper, attorney for Mr. and Mrs. Crowe, and Mr. Sullivan, attorney for Mr. & Mrs. Digan.
17. The selectmen reviewed a letter from Robin Willets suggesting to the selectmen that he is willing to have the Jackson Road Agent use his land to deposit the soil and rocks that are removed from the gutters on Iron Mountain Road. The location for dumping the soil and rocks are Map R11 Lot 9. After some discussion Gino Funicella motioned that Arthur Fernald Road Agent, Mr. Willets and Bob Davis find the exact location where Mr. Willits would like to dump the materials from the road. It was seconded. So moved.
18. The selectmen will attend an11 a.m. service and dedication for a Marine Division at the Eagle Mountain House.
19. Under RSA 91-A3, II the selectmen went into executive session to discuss public assistance.
20. The selectmen discussed the town vehicle that is for sale. The selectmen agreed to place another ad in the Conway Daily Sun for one week. No minimum bid will be requested. The selectmen have the right to refuse any and all bids.
21. The meeting started at 5:30 p.m. and ended at 8:25 p.m.
