Planning Board Minutes -- 09/11/03
UNOFFICIAL UNTIL APPROVED

Members present:  Betsey Harding, Sarah Kimball and Ira Lynn. Alternate: John Fichera. Stephen Weeder, Brooks Dodge and Bob Dupuis had reported that they would be unable to attend the meeting.

Others attending:  Jim Dunwell.
Chairman Betsey Harding called the regular meeting of the Planning Board to order at 7:00 p.m.  The minutes of the August 14, 2003 meeting were reviewed. No one had any corrections or additions to make. John Fichera made the motion to accept the minutes as written. This was seconded by Betsey Harding and passed unanimously.

1.  PUBLIC INPUT:  No one had comments on any matter not on the agenda.

2.  No one was present for the Davis Subdivision continuance.

3.  JAMES DUNWELL presented an inquiry about his Carter Notch Inn property. He would like to construct a 2-car garage, probably attached, on his present building. He would also like to have space above the garage for an owner’s apartment including a small kitchen. At present he has septic approval for 9 bedrooms and is currently using 8. All of his septic system is shared with Eagle Mountain House and on their property across the street. He would be willing to add a small septic system on his property if needed. After some discussion, Betsey Harding said that there is no regulation at this time to prevent this construction. Jim will be applying for a building permit from the selectmen’s office and was advised to bring in the septic approval that he has.

4.  ZONING PRIORITIES:

A.  Betsey Harding reported that two years ago Rob Upton suggested that there be better wording on the Non-Conforming ordinance. The changes made in 2001 were not sufficient.
B.  Back Lot development especially as to how much frontage is needed.
C.  Accessory Units
D.  Rob Upton advised in September of 2001 that we need work on a Site Plan Review ordinance. There are presently state regulations permitting adoption of Site Plan Review regulations covering commercial and multifamily units.  
E.  Environmental impact or minimal impact development.
F.  Route 16 change of zoning. This was put aside last year in favor of the Water Precinct Ordinance. We need to see where this stands now. Betsey will try to contact Richard Johnson of the Jackson Water Precinct on this matter.

Sarah Kimball suggested that we have one or more sub-committees work on these issues.  Betsey Harding will arrange to put something in the newspapers to ask for volunteers for committees.

5.  OTHER BUSINESS:
MASTER PLAN: Betsey Harding got quotes on printing the Master Plan. At the last meeting it was suggested that 500 copies be made. For 100 booklets (5 single-sided and 51 double-sided pages) the cost would be $762.00; for 500, the cost was $2,582. We decided that we would like plastic covers as in the 1988 Master Plan.  After some discussion, it was decided to order 200 copies for now and reorder if necessary. This document would also be made available for downloading from the web for those who wish. At the present time, it is not possible for e-mail or internet connections through the town clerk’s office so Betsey Harding has been posting e-mail and web information from her home.

Betsey Harding got a request from the North Country Council for the Planning Board to recommend town representatives.  It may be that the Selectmen have already chosen candidates.

Betsey Harding passed out copies of the current By-laws (1982) and proposed checklists for Subdivision and Boundary Line Adjustment applications. Those who were not here tonight will receive their copies with the minutes. We can review these at the next meeting.

Susan Way reported that she would like to have the fees page updated. There appear to be costs that we are not getting covered.  She will get this ready for discussion at the next meeting.
 
There being no further business to bring before the meeting, Ira Lynn made a motion to adjourn. This was seconded by John Fichera and voted unanimously. The meeting was adjourned at 8:15 PM.
