Jackson Conservation Commission
Minutes:  meeting of June 21,2006

Present:  Phil Davies, Martha Benesh, Robert Derrah, Richard Bennett, Mary Howe, and Selectman Bea Davis

l.  The minutes of the May l6th meeting were approved.

2.  DES water report -The Planning Board declared the proposed regulations, Section 5A, for the Jackson Water Precinct Watershed Disctrict as unusable.

    The DES report, to help Jackson develop a Drinking Water Assessment Program in accordance to the l996 Amendment to the federal Safe Water Act, cited several Hydrologic Areas of Concern (HAC) along the Ellis River. This included a septic system located in the sanitary radius.

    The Jackson Water Precinct is not interested in building berms to protect the river from highway runoff pollution.  Furthermore, there is no requirement for sustainability of vegetative matter.  There is no zoning requirement concerning septic systems.  Phil Davies pointed out that the Conservation Commission could recomment that the Planning Board require a vegetative buffer.  Bob Derrah expressed the opinion that it is the planning board's position to write the regulatory methods.  Dick Bennett suggested that an educational flyer for land owners be included as zoning regulations.  Phil Davies offerred to put together an educational flyer to be posted on E-News.

    Dick Bennett made a motion to recommend to the Planning Board that they strengthen the wording on  buffer zoning river conservation.  The motion was seconded and passed.

     Helene Matesky expressed concern for water rights especially against bottling plants.

3,   Wentworth Park - Wildcat signs and pictures
     The Wentworth Trust, the Conservation Trust and the Historical Society   
       all have a share in the cost.  Fritz is taking care of the fence.  Bob Derrah   
       will provide a bench in momory of his son.

4.    There will be another work session July l7th at 8:00am rain or shine.

      The next meeting will be July l9th at 5:30pm.
  
       The meeting was adjourned at 8:25pm.
