I.. NEW TAP-ONS
1. Applications for new tap-ons for water usage must be made to the Board of Commissioners of the JACKSON WATER PRECINCT, hereinafter the JWP. Application forms may be obtained by writing to PO Box 151, Jackson, NH ,03846 or by calling (603) 383-6539.
2. These new customers will be responsible for providing service lines, fittings and associated equipment from the water main to the property and into the building. (See item 1.6, below)
3. Within the building, all ball valves, check valves, water meter, and the wiring for the remote meter reader, will be installed by the Jackson Water Precinct (JWP) at homeowner's expense. Customers will be charged the actual cost of materials (plus 10%) plus labor, with a minimum of $50.00.
4. The curb stop, the complete meter assembly, and the remote meter reader will become the property of the JWP.
5. All persons sub-dividing or developing property who desire water from the JWP, shall submit a. complete set of plans for development for approval by the Board of Commissioners. The plans are to be accompanied by a letter of intent stating future plans of the owner.
6. JWP "Pipeline Construction Standards" in its entirety, Sections 1.0 through 7.2, have been adopted by the Commissioners as an integral part of these Rules and Regulations. A copy of these standards may be obtained from the JWP upon request.
II. GENERAL RULE§
1. All piping and fixtures must be maintained in good order by the customer and well protected against freezing. Customers are responsible for any damage to JWP property, and they will be charged the actual cost of materials (plus 10%),plus labor, with a minimum of $50.00
2. All customers must avoid unnecessary use of water. In the event of unforeseen problems such as drought or broken main, the JWP reserves the right to make and enforce any restrictions it deems necessary.
3. The JWP, or its agents, has the right to shut off the water from any pipes for repairs, connections, or other purposes, when deemed necessary. No claim for lack of water or damage caused by this shutting off will be approved.
4. At the reasonable convenience of the parties concerned, the Commissioners of the JWP shall have the right to enter any customer's property on JWP business.
5. Meters will be read every four months (at the end of April, August, December), and bills will be sent out in May, September and January. Bills will be issued in the name of the owner of record on the final day of the four-month period covered by that bill and will be deemed a charge against the property.
6. In the event that the property is sold, it shall be the responsibility of the seller to notify the Commissioners. This is usually handled by the real estate agent and the water bill will be pro-rated for the seller's portion of the billing period as part of the closing procedures. The new owner is then billed for the complete billing period in which the closing date falls.
7. If a bill for services has not been paid, and no arrangement for payment has been made 30 days after it has been rendered, the JWP reserves the right to disconnect the service 14 days after written notice to the customer. Reconnection will not be made until all charges have been paid plus the regular turn-on fee. No one other than a duly designated agent of the JWP may turn water ON or OFF at the curb stop.
8. The home owner is responsible for any tampering with property belonging to the JWP and shall be subject to a fine of $250.00 and possible loss of service.
9. Except in the case of emergency, any customer who wishes his water turned off or on must notify the JWP at least 24 hours in advance. There is a standard turn -on fee of $40.00.
